Description:

During the 2013 construction season, the City of Eugene plans to reconstruct and repave Blair Boulevard (Monroe to Second Avenue), Van Buren Street (Blair Boulevard to railroad tracks), and Fifth Avenue (High Street to Blair Boulevard). These streets are showing significant deterioration. The existing pavement and base rock will be completely removed and replaced, or alternatively, recycled in-place. The streets will then be repaved from curb to curb. When the paving is completed, there is a proposal to remove on-street parking on the south side of Fifth

Avenue between Jefferson and Blair to allow standard-width bicycle and travel lanes on that portion of Fifth Avenue. As a result of these repairs, vehicle, pedestrian and bicycle travel in the north downtown area will be greatly improved. Neighborhood mobility will be further improved through the replacement of damaged sidewalk panels on Blair Boulevard and the addition of dozens of pedestrian access ramps.

Traffic Impacts:

Expect phased road closures and detours throughout the project. Access will be maintained to the maximum extent possible for local businesses and residences. Detailed project traffic information will be available on the City's public web site at www.eugene-or.gov/traffic as it becomes available.

The project will be phased to minimize impacts as much as possible. The City's work will begin in the spring with sidewalk, curb, gutter, and ramp work, followed by phased road reconstruction into the summer and fall. In advance of the City's work it will be necessary for utility companies to update and relocate power, water and gas utilities.

Funding:

Total estimated cost of the project is $3.5 million. The primary source of funding for this project is the 2008 voter-approved City bond measure to fix streets. Other sources of funding include about $180,000 from the City’s Community Development Block Grant (CDBG) program, and funds from City’s stormwater and wastewater funds for underground pipe repairs.
