Bicycle and Pedestrian Improvements (Project completed)

This project will construct bicycle and pedestrian improvements at three locations in Eugene:

  • A pedestrian refuge island with a Rectangular Rapid Flashing Beacon (RRFB) on Barger Drive west of Devos Street.
  • A Rectangular Rapid Flashing Beacon (RRFB) on Bailey Hill Road south of 11th Avenue at the existing Fern Ridge Path crossing.
  • A Rectangular Rapid Flashing Beacon (RRFB) on Oakway Road south of Westwood Lane. 
  • Sidewalk improvements on 29th Avenue near Amazon Parkway.

The full scope of the work has not yet determined and additional elements may be added as the sites are further reviewed.

Business Access During Construction? Yes

This project is scheduled for construction in the summer and fall of 2015.

Traffic Impacts:

Drivers should expect lane closures and lane shifts during construction. Pedestrians should expect sidewalk detours during the sidewalk ramp work at the intersections. Bicyclists should expect to merge with motor vehicle traffic depending on available lane widths during construction. With any construction, drivers should expect equipment and workers in the roadway leading to congestion and delays during the work.

Work Schedule:

Prior to the start of street construction, the City’s arborists may be on site trimming trees to prevent overhead limbs from being damaged by construction equipment. Also prior to construction, utility companies (water, electricity, gas) may be on site adjusting their facilities in order to avoid conflicts with the work and prevent damage to their facilities.


This project is primarily funded by the street repair bond measure passed by voters in 2012 as part of the City’s Pavement Preservation Program.
